Passive does not mean proven
Radon-resistant construction uses a barrier and a vent path to resist soil-gas entry and move gas outdoors without a fan. If testing later shows that more reduction is needed, the planned pipe route and electrical provision can make activation more direct.
Only a radon test shows the indoor concentration. EPA advises testing a new home after occupancy even when radon-resistant features were installed.

Place and label the gas-tight vent, plan positive drainage and keep the route clear through the building to above the roof.
Seal penetrations, verify accessible labels and provide an approved electrical location for a future fan if activation is needed.
Test the home, keep the result with the system documents and use qualified help if activation or corrective work is required.
